Let me point out that buy oats in a pre-sealed containers may work for you.  Be aware that it is a "pig-in-poke", an unknown quality.  You place your trust in the packager...

You can buy your own WHOLE oats and package it yourself.  I like this idea better because I control the ingredients and the process.  Use both Oxygen absorbers and moisture absorbers.

Read this article about how to make and use oat flour instead of wheat flour:

http://www.offthegridnews.com/extreme-survival/the-survival-flour-that-lasts-30-years-and-you-already-own-it/

DO NOTE: the article refers to using rolled oats.  This works, but the rolling process breaks the grain and exposes it to oxygen...  Fine for relatively fresh rolled oats, but maybe not so good for old rolled oats which have been stored under less than ideal conditions.
