June 2016 Exercise: CASCADIA RISING

The attached scenario document for the June 2016 exercise, CASCADIA RISING, describes the over-all conditions resulting from a magnitude 9.0 earthquake off the coast of Oregon.  The only states scheduled to participate in this exercise are Washington and Oregon, and then very few emergency responders or ARES networks are going to be activated for this exercise if they are more than about 150 miles inland from the coastlines.

I think this document is worth studying because it gives a pretty thorough treatment of what to expect in terms of casualties and loss of infrastructure.  Although prompt casualties are in the tens of thousands, it is clear from the amount of forecast infrastructure damage that starvation and medical factors will kill many times the number who die by prompt effects.

In its scale of loss of life, this scenario comes close to that of an EMP event.

Naturally, the specific infrastructure components and locations of medical emergencies, fires and the like will not be published and will be kept secret until the start of the exercise.  The exercise is supposed to run for four days.
