Here are some of the things I have for use when floods threaten or are occurring.

A PFD (life vest) with:
Flashing beacon w/tether
Foghorn type Whistle w/tether
Submersible Flashlight w/tether
Flare w/tether (will add signaling laser when I can afford one)
Pair of fishing gloves with tethers
Length of cord w/carabiners and a throw bag, (chained for quick no tangle deployment)

If a flood seems possible, I put the PFD in the truck and carry it with me.
In addition, I have the materials in the truck that I can use to make a tarp raft, brush raft, log raft, or several other variations. The raft is the easiest to make, so I carry a pair of extendable paddles with tether cords attached, a small fold-up anchor with attached anchor cord (in case I need to hold position against wind or current), and another throw rope with weight bag and folding grapnel. When I can find one, or figure out how to make one, I intend to add a throwable life ring or something similar.

The raft materials are for both self-rescue and to assist in rescuing others the may be caught in the flood.

I would greatly appreciate any comments and suggestions to improve the flood kit.

Just my opinion.

I knew I was forgetting something. However, the items are not specific to flooding. They are part of my earthquake preparedness, wild fire, smoke, and ash preps that I keep in the truck. (I also have a set in the apartment, too.)

A bicycle helmet, knee pads, swim goggles, and leather gloves. I would don these, along with the PFD.

Just my opinion.
