This works now, and in a PAW.  There are likely to be Many old tires available and this is as good a use for them as I have ever seen.

DO NOTE:  You will need a way to cut the sidewalls off to get usable rims.  If you have elecric power it is Much easier, but it can be done by hand with a good blade.  Warning, steel sidewalls will destroy most saw blades...  The author recommends Carbide Wood Blades...  Use a Sawsall(r) or similar Reciprocating Saw if you have electricity.

Since you will have TWICE as many sidewall pieces as rims, you can use them to cover your garden walk ways and suppress weed growth.
