This is NOT a high power machine, but it will (probably) charge a set of cells for a battery/cellphone.
It is made with readily available parts, some of which you may have in your junk collection right now.
While you might be able to build this with hand tools, it is quicker if you have access to power tools. So build yours now, while you still have the AC power to drive said tools...

The output will not be consistent, so you need some kind of voltage control on the output side,if you want to safely charge your cellphone battery or flashlight cells.
It is do-able. It could be scaled up for more power.
I would consider adding a scoop housing to collect wind from a larger cross section. That might give you usable power in lower wind conditions.
Experiment...
